Senior COBOL Mainframe Developer


We are looking for a Senior COBOL Mainframe Developer to join an urgent regulatory program to be delivered by the end of 2026. The initiative is currently in the pre-study phase, with an estimated workload between 500 and 1500 man-days. The assignment is expected to run until the end of 2026, with possible extension depending on project evolution.

The project focuses on implementing new regulatory requirements related to consumer credit products. Recent legislative changes require updates to systems handling personal loans and overdraft-related functionalities. The organization must comply with these changes before the end of 2026.

Responsibilities
The developer will contribute to a large-scale transformation across multiple existing applications. Key activities include:

  • Implementing major changes in legacy applications
  • Developing new screens and services
  • Enhancing batch programs and online components (strong focus)
  • Working on both branch-facing applications and digital customer products
  • Understanding and navigating a multi-channel architecture
  • Collaborating based on existing functional documentation and detailed functional analyses
  • Participating in delivery of regulatory-compliant solutions across systems

  • Mainframe environment
  • COBOL (native mainframe – not Micro Focus)
  • DB2
  • MVS
  • JCL
  • Batch programming & online processing (key focus)
  • ChangeMan / migration tools
  • Multi-channel architecture exposure

  • Strong hands-on COBOL mainframe developer
  • Able to work autonomously with limited supervision
  • Quick learner who can apply new information rapidly

  • Comfortable diving into complex legacy environments
  • Good listener with strong execution mindset

Languages

  • Dutch and French environment with English also used
  • Mandatory: must understand Dutch or French fluently AND be able to understand the other language
  • Candidates who do not understand both languages will not be considered
